What is Voice over Cloud?

Business telephony has been through four eras in 140 years. Each one moved the “brain” of the phone system somewhere new. Here’s the whole story, and the one distinction almost everybody gets wrong.

Analog: POTS

1880s – 2000s

Plain Old Telephone Service. Your voice travelled as an analog electrical signal down a pair of copper wires to the telephone exchange, which connected your line to the person you were calling.

  • One line carried exactly one call. Two conversations at once meant ordering a second line, and a third meant a third.
  • The switching happened at the exchange. The intelligence sat in the carrier’s network. You owned handsets, not a system.
  • Line power came down the copper. The phone kept working in a blackout: the one genuine advantage POTS still holds over everything that replaced it.
  • Features were thin and metered. Call waiting, diversion and the like were individually provisioned and individually billed.

Digital: ISDN and the on-premises PBX

Late 1980s – 2020s

ISDN digitised the line itself, and businesses put their own switch: a PBX : in the comms cupboard. This is the era most Australian businesses are still migrating out of.

  • Channels replaced lines. A basic-rate ISDN service carried two channels; an ISDN30 carried thirty. Capacity became something you ordered in blocks.
  • Call control moved onto your premises. The PBX gave you extensions, direct-dial numbers, hunt groups, voicemail and transfer and made you the owner of the box that provided them.
  • Capacity was a hard ceiling. Thirty channels meant the thirty-first caller heard an engaged tone. There was no surging past it on a busy morning.
  • Every change was a site visit. Moving an extension or editing a menu generally meant booking a technician.

VoIP: voice becomes data

2000s – today

Voice over Internet Protocol turned the conversation into packets carried over an IP network. It’s a transport technology, and this is the step most people wrongly assume means “cloud”.

  • The circuit disappeared. Audio is encoded, packetised, carried over the same connection as your data, and reassembled at the far end. SIP sets the call up; RTP carries the sound.
  • SIP trunks replaced ISDN circuits. The same concurrent-call capacity for a fraction of the line cost, which is why trunking remains the standard ISDN replacement for anyone keeping a PBX.
  • But the PBX often stayed put. An IP-PBX in your comms room is still your box: your patching, your backups, your licence renewals, your single point of failure.
  • Quality became your problem. On a dedicated circuit, quality was the carrier’s. On shared internet it depends on your bandwidth, your router and your QoS configuration.

Voice over Cloud

2017 – today

The final step: the phone system itself moves off your premises. Call control, menus, queues, recording, reporting and AI all run in the provider’s platform, and your devices simply connect to it.

  • There’s no box to own. Nothing to patch, insure, power, cool or replace on a five-year cycle. The platform is upgraded continuously without you scheduling an outage.
  • Capacity is elastic. No channel ceiling to re-order. A campaign that triples your call volume for a fortnight doesn’t need a new service.
  • Any device is an extension. Desk phone, mobile app, laptop or browser: the same number, the same features, wherever the person happens to be.
  • You pay per user, per month. Cost tracks headcount rather than hardware, and there’s no capital purchase to depreciate.

The bit everyone gets wrong

VoIP isn’t the same thing as cloud

VoIP answers how

  • How the voice travels: as data packets over an IP network instead of down a dedicated circuit.
  • It says nothing about who owns the phone system.
  • An IP-PBX in your comms room fed by SIP trunks is VoIP and it’s not cloud.

Voice over Cloud answers where

  • Where the phone system lives: in the provider’s platform, not on your premises.
  • No box to patch, licence, insure or replace.
  • Every cloud system uses VoIP. Not every VoIP system is cloud.

A neat piece of symmetry

With POTS, the switching lived in the carrier’s exchange, out in the network. The PBX era pulled it onto your premises and made it your problem for thirty years. Voice over Cloud has pushed it back out into the network again, only this time the network is a software platform you can configure yourself, from a browser, in a couple of minutes.

Where the name came from

Who coined “Voice over Cloud”

The delivery model had been taking shape for a while before anybody had a decent name for it. That arrived in 2017.

    The term is coined

    VOCPhone

    Australian provider VOCPhone creates the term Voice over Cloud for what it was building. Not another VoIP service, but a phone system delivered wholly as a platform, with no call-control hardware left on the customer’s premises. The name draws a line that “VoIP” had stopped drawing.

    Uniden adopts it

    Uniden

    Uniden takes the term up for Uniden Voice over Cloud, moving it from one company’s product language into wider use. A name only becomes a category once somebody else uses it, and this is where that happened.

  3. 2021–2026

    The market follows

    The market

    Over the five years since, Australian businesses have moved steadily off VoIP, which for most of them still meant an IP-PBX sitting in a comms room, and onto fully cloud-delivered platforms. The ISDN and PSTN shutdown took away the option of standing still, and remote work took away the appeal of a phone system bolted to one building.

How a Voice over Cloud call actually works

In practice the path a call takes is short. Your device reaches the provider’s platform over the internet; the platform does all the thinking and hands the call to the public phone network.

The single most practical difference between the eras is what happens when more people ring you at once than you planned for.

Where this leaves Australian businesses

Two of these four eras are being switched off. Legacy PSTN and ISDN services are progressively being decommissioned as the copper network retires, which means every business still running analog lines or an ISDN service has a migration in front of it whether or not it wants one. That forces a choice, and it’s a genuine one. If you own a modern PBX with life left in it, replacing the circuits with SIP trunks keeps it running for a fraction of the ISDN cost. If the PBX is end-of-life, or you never had one, moving straight to a cloud platform skips a generation of hardware entirely.

Every cloud phone system uses VoIP as its transport, but not every VoIP system is cloud.

Is POTS still available in Australia?

It’s being withdrawn. Legacy PSTN and ISDN infrastructure is progressively being decommissioned as the copper network is retired, so businesses still running analog lines or ISDN services need to migrate to VoIP or a cloud platform. The practical deadline is set by your own service’s disconnection date rather than a single national cut-off.

Does a cloud phone system work in a power cut?

Not on a desk phone, because both the handset and your internet connection need mains power. This is the one place analog POTS was better, since it drew power from the exchange. In practice a cloud system handles outages better overall: calls can be diverted automatically to mobiles at the platform level, and the mobile app keeps working on 4G or 5G. An on-premises PBX simply stops when the building loses power.

Do I need to replace my phones to move to Voice over Cloud?

Often, but not always. Many IP handsets can be re-provisioned to a new platform if the model is supported. Analog handsets from the POTS era can’t connect directly and need an adapter or replacement. Ask any prospective provider for their supported handset list before you assume your existing fleet is a write-off, because handset replacement can be a large part of the total switching cost.

Is Voice over Cloud cheaper than a PBX?

Usually, for businesses under about fifty seats, once the full cost is counted. A cloud platform bundles the call control, apps, updates and support into a per-user fee. Owning a PBX adds licensing, hosting or hardware refresh, patching, a session border controller and the staff time to administer it: commonly several thousand dollars a year that never appears on the trunk quote. Above roughly a hundred seats the fixed overhead spreads thin enough that owning the platform can win again.
