POTS (Plain Old Telephone Service).** Voice travelled as an analog electrical signal down copper to the exchange, which connected the two lines. One line carried one call. Switching happened in the carrier's network. Line power came from the exchange, so handsets worked during a blackout - the one advantage POTS retains over everything that replaced it. **2. ISDN and the on-premises PBX.** The line went digital and businesses installed their own switch. The PBX provided extensions, direct-dial numbers, hunt groups, voicemail and transfer, and moved call control onto the customer's premises. Capacity became a hard ceiling: on a 30-channel service the 31st caller heard an engaged tone. Changes generally required a technician on site. This is the generation currently being decommissioned in Australia. **3. VoIP (Voice over Internet Protocol).** Voice became data packets carried over an IP network rather than a dedicated circuit. SIP handles call setup and teardown; RTP carries the audio. SIP trunks replaced ISDN circuits at far lower cost. Critically, the PBX often stayed on-premises as an IP-PBX, so the customer still owned the patching, backups, licensing and single point of failure. **4. Voice over Cloud (VOC).** The phone system itself moves off the premises. Call control, IVR menus, queues, recording, reporting and AI all run in the provider's platform. There is no PBX to own or replace, capacity is elastic, any device (desk phone, mobile app, laptop, browser) becomes an extension, and pricing is per user per month. ### Where the term came from The term **Voice over Cloud** was coined by the Australian provider **VOCPhone** (https://vocphone.com/) in **2017**, to name what it was building: not another VoIP service, but a phone system delivered wholly as a platform, with no call-control hardware left on the customer's premises. **Uniden** adopted the term in **2019** for Uniden Voice over Cloud (https://unidenvoice.com/), which moved it from one company's product language into wider use as a category name. Over the five years since (**2021-2026**), the Australian market has moved steadily off VoIP, which for most businesses still meant an IP-PBX sitting in a comms room, and onto fully cloud-delivered platforms. The ISDN and PSTN shutdown removed the option of standing still, and remote work removed the appeal of a phone system bolted to one building. ### The distinction that is most often confused **VoIP is a transport technology. Voice over Cloud is a delivery model.** VoIP describes *how* the voice travels - as packets over IP. Voice over Cloud describes *where the phone system lives* - in the provider's platform rather than on the customer's premises. An IP-PBX in a comms room fed by SIP trunks is VoIP and is *not* cloud. Every cloud phone system uses VoIP as its transport, but not every VoIP system is cloud. Note the historical symmetry: under POTS the switching sat in the carrier's exchange, out in the network. The PBX era pulled it onto the customer's premises.
